I inherited my late husband’s pension and receive a monthly amount. There seems to be no way to withdraw this as a lump sum as it is assessed to exceed the trivial amount of over £30,00. Is this set just to rumble on with no one setting payment guidelines. I feel I’m going to die before any settlement, even if I live another 20 years i still would not have benefited from the full amount of at least £70,000

I expect you need to provide some more information. Is it a DB or DC pension? If DC, is the monthly payment from an annuity? What are you thinking of when you say nobody is setting payment guidelines? What settlement are you expecting or hoping for? Do you have any paperwork to go with the pension? Information such as the company could be useful.

Well it was a £18,000 limit increase to £30,000 in 2014 so you never know it could increase again one day!.0

Is the case that your late husband had a Defined Benefit Pension ?
You had wanted to take the "survivor's" (widow's) pension as a lump sum but this was not permitted because it was valued at more than £30,000 (see here)

I'm not sure what your question is. You can't take a lump sum instead of regular pension payments, so it is what it is, however disappointing that answer might be.
