NHS Prepayment certificate help!!

We've recently moved to Wales, where prescriptions are free, in the last month and I've been trying to tell the NHS PPC people that I no longer need the PPC.
Would I have to pay the 11 months left on the direct debit or can I just tell them to cancel the direct debit with no further action from the NHS.? Also bear in mind I haven't used this year's entitlement on the PPC yet.
I have a piece from a recent letter that says if I become entitled to free NHS prescriptions within the last three months I can cancel the PPC. But when sending a query to NHS they said I wasn't entitled to a refund. I do t want a refund I just want to cancel.

I could be wrong but i think you a buying a 12 month certificate for £111.60 and they allow you to pay monthly0
