How does an ex pat get a HMRC gateway ID?

Trying to help a close relative who is an ex pat Brit to find out what SP she will be eligible for.

The obvious thing is to log on to the HMRC website to do a pension forecast but she doesn't have an gateway ID.  And she doesn't have the documentation to get one.  The website states

You’ll have to prove your identity to register for Government Gateway if you have not used it before.

You’ll need your National Insurance number or postcode and 2 of the following:

• a valid UK passport
• a UK photocard driving licence issued by the DVLA (or DVA in Northern Ireland)
• a payslip from the last 3 months or a P60 from your employer for the last tax year
• details of a tax credit claim if you made one
• details from a Self Assessment tax return if you made one
• information held on your credit record if you have one (such as loans, credit cards or mortgages)

So while she has the passport and an NINo (somewhere) she doesn't have the vital second item required.  

How easy would it be for me to deal with HMRC on her behalf as I live in the UK?  Obviously she'd need to give me signed authority to assist.

How long has she been out of the uk? There may be something on her credit record if only a few years

Not directly answering your question, but as they are abroad I think a better route for her to get State Pension information would be to contact the International Pension Centre

Couldn't she just fill in a BR19 and post that: https://www.gov.uk/government/publications/application-for-a-state-pension-statement

Presumably she doesn't want to enquire every five minutes or so!

There is now an phone App called GOV.UK ID Check that (I think) uses your phone's camera to compare you to your passport data to get past the list above.  I think it might be a bit fiddly but several ex-pats have had success with it.

The BR19 sounds the easiest route to take - thanks everyone for your thoughts.  

Now I'm having a similar long call with the foreign government's tax office about how I can't file a tax return because I haven't filed a tax return for a few (30) years and can't remember the complete address I had back then.  And they can't send me anything to the UK and I can't ring them from the UK or print any forms to submit ..... but will be fined if I don't submit the correct forms by the end date which they can't tell me as I didn't file a form last year......
