House sitter and council tax payment

Hello, 

Does anyone know what the situation is with house sitter/caretaker paying council tax? 

If someone has to be away from their home for up to a year for work and medical, does a house sitter have to register at the property and pay council tax?

Is there a problem with the bill staying in the account holders name and being paid by the account holder not the house sitter?

    I would think the council will not care less as long as they get paid !

    The owner should advise his insurer that he has a sitter.

    If the owner has vacated the property for the entire length of the period is there and the sitter has the run of the complete house, then the sitter has become the occupier and thus liable for the CT.
