Low credit score. Where to go?

Can someone please point me towards loan provider that is known to give highest possible personal loan amount? No adverse but short time at the current address and on the voters roll means low credit score. Not interested in guarantor and simillar arrangements.

It's still very ambiguous, he must have a car in mind. Like, if he gets approved for £100k he's not going to buy a Bentley would be my guess.
