Lots of people opt out of auto enrolment,  especially at the low income end.
My Daughter even knows fellow Teachers who opted out of the TPS, which is insane.
Where I used to work , well over half the warehouse staff did.
I’m cynical and think they brought it in so people will be ‘just’ over the limit for help when they have a small pension.
It’s galling when someone like my disabled Sister was £5 a week over the limit for help with rent etc.  because she had a tiny £50k annuity paying sod all and was almost evicted before she managed to get PiP on appeal.
