LGPS - How can I get cash?

I left my previous employer nearly 2 years ago and had been paying into a LGPS for about 6 years since my early 20's. The CETV is around £16k. I now don't work and have 2 small children and need to pay a relative some cash for money she lent me for a divorce. I've looked into a refund of contributions in my LGP but from what I can work out its only worth about £6k then they'll take 20% of that leaving me about £4.8k as my employers contribution wont be refunded.
Is there anywhere where I can transfer the funds so I can get my employer contribution and then draw on that? I do intend on going back into a pension when I go back to work but that may be a few years off yet.

You cannot access any of your pension until you reach retirement age.

The refund of contributions is only valid for those who were in the scheme less than 2 years ( and in some cases it's only 3 months) which you were not. If you had been entitled to a refund it would have been minus the employer's contributions as it states.
