Where can I buy some cellophane bags that will hold cups and mugs?

Every year I make some sweet/chocolate filled mugs and cups which are sold for charity. As I can usually sell about a hundred I want to start preparing them early.
Previously I have bought rolls of cellophane but its a long winded job wrapping it round and making it look neat so I thought I would try and find some bags.
I need them to be 35-40cms high nd around 20 cms wide. So far I've looked on Ebay and Amazon but I can only find the cone shaped ones. They are no good to put cups/mugs in as I need a flat bottom.
Anyone any idea where I could buy them from please.
