Moved out of flat with pre-pay meter - SSE trying to charge me 'outstanding' amount

I moved into a flat with a pre-pay electric meter (no gas supply). It had sat empty for several years landlord had failed to pay his bills. I haven't topped up in a while because of the government vouchers. I still have credit to last another month. I'm asking because I read somewhere someone was penalised for not topping often enough.. I know it sounds crazy
