Paying Voluntary NI Contributions

I am due to receive my state pension in September and have queried making voluntary NI contributions to make up missed/incomplete years. I have received a letter from DWP detailing how much it would cost and the subsequent uplift in my state pension. I then contacted HMRC to arrange for payment and they gave me a reference number and told me I could send payment by direct debit, online or by cheque. I want to pay online; however when I have viewed www.gov.uk/pay-voluntary-clas-3-national-insurance, it states, in the Overview "Pay Online" that I should have an eighteen digit reference number beginning with 60 my reference number is only 12 digits and doesn't start with 60.

I have tried ringing HMRC to clarify but haven't yet got through to them.

Can anyone help?
