Council still taking money out of my benefits (After Bankruptcy) who do i contact? x

Hi.
I was signed off from bankruptcy about 4-5 years ago due to a partner taking out three loans in my name and vanishing (long story). 7 months ago I received a letter telling me the council would be taking money out of ESA due to an overpayment in 2012. (I went BR in 17). I spoke to CAB who said I should write two letters explaining that I went Bankrupt (and including the bankruptcy order number) and this would be included in this and send it to Benefits office and the council It was signed for by both offices and give it 45 days. After 45 days i wrote another letter which was once again signed for. They're still taking the money (£22 a week) and I am struggling financially again.
I don't know who to write to next. I severely struggle on the phone and would prefer to keep it to letters or e-mail. Everybody I have spoken to and every post i've read on here have said I should get the money back and what they're doing is actually against the law.
Who do i write to? I am really stuck.

I sadly don't have any friends of family who can do it. I struggle to leave the house so i don't really get to meet people. Going to CAB was awful if I'm honest. I called the council last year about a council Tax bill i received for my old house. It took me two weeks to build myself up to calling and when I did i burst into tears and the woman wasn't very helpful and ended up ending the call. Thankfully a letter was enough to sort that out.
I think the person at CAB said to write to the bankruptcy people if I hadn't heard anything but i can't find the place to write/email to.
