PRA Group/ Intrum. Advice on Full and final settlement Offers.

I would be so greatful if anyone could offer me some guidence on 2 debts that have been hanging over my head since 2005. One debt to intrum £3368 & one to PRA group for £7983.
According to the letters i get from these 2 creditors , The Intrum debt was for 'HFC Bank' originally, the PRA group debt was for 'Halifax/Royal bank of scotland'. Both debts have been purchased several times by Debt Collecting agencies over the years.
I have been paying these two debts for 15+ years. I pay £5 per month for both, .Interest has been frozen on both accounts. I am a stay at home dad while my wife works. I am ashamed and embarrassed of these debts which accumulated following several Nervous breakdowns. No excuse, these debts are mine and they haunt me.
Following the death of my father recently, i have a small amount of money which i would love to use to finally clear these mentally debilitating debts. I do not have the full amount but approx 50% of it.
Both debtors only contact me via postal letter. I am on their files as a 'vunerble person' because of those ongoing health issues. intrum send me letters offering 50% cash settlement discount letters a couple of times a year. PRA group never send me any discount offers, just 6 monthly statements. Akitv Kapital had the debt before PRA and would send me 'discount vouchers' for up to 70% off.
Question; How do i begin the process of offering these two debtors the 50% discount i need to end this awful sitution which seems to go on in perpetuity.

I'd do cca requests on both. There's a good chance the paperwork no longer exists, particularly on the hfc one

I use an uncrossed unmarked postal order. Half the time the creditor jusr returns it so you can use it again.
It's a quirk of the law, set up many years ago, that is a nuisance to everyone now1
