Moorcroft is collecting for them on their behalf - should I be sending the form to them as well?

At present, PayPal UK Ltd is in the process of applying to be authorised by the FCA as an electronic money institution under the Electronic Money Regulations 2011 for the issuance of electronic money.

PayPal UK Ltd is also applying to be authorised and regulated by the FCA in relation to its regulated consumer credit activities under the Financial Services and Markets Act 2000. 

So basically they are transferring UK operations to the UK, from Switzerland, which means they will have FCA regulation, and should make contacting them much easier than it currently is.

The transfer date is expected to be the 1st November 2023.

You may want to wait until this transfer has been completed before sending anything.
