Canceling mortgage offer and product fee refund

Hello,
We currently have an offer from mortgage works and there is a hefty fee that has been applied to the loan. If we were to withdraw now, would we still have to pay this fee if it was added to the loan as the offer document states it’s non refundable.

If it's added to the loan then it's not payable until you complete. So no fee for withdrawing1
