Council tax band

We moved in April from a c registered 3 bedroom detached property to a 4 bedroom, which was band d, 3 months later we had a letter from the valuation assessment agency stating that they were reassessing our council tax band as alterations to the property had been made, this was in 2016, now the explanation they gave was that they do this when a property is sold hence the7 year delay in doing this, my question is this how many millions of house buyers have been unwittingly and unknowingly caught in this trap, this appears to be quite an insidious way of now increasing peoples council tax, so what you have here is a situation where you can have a large property that has been given a historical low valuation and low council tax band that will never be raised unless there are alterations made to the property, this is a stealth programme to me

This is quite standard. If you search the council tax register, which you could have done before you purchased the property, it would have shown an Improvement indicator, which means they will reassess the property when it changes hands. The good news for you is that if you make major improvements to the property, as it currently stands, the council tax will not be reassessed again until you come to sell.
