My reading is that the name on the council tax bill does not need to be the occupant in order to get the single person discount.

However, the name on the council tax bill might need to be the occupant for other reasons.

The chances are that if the council finds out the CT payer is not the occupier they will want to know the reason why as they are charged with correctly billing the liable person. If for example a council finds it has been billing a landlord in the belief they were the occupier, then it must refund the landlord and start charging the occupier from the date they became the occupier. 


If a landlord falsely claims to be the occupier this could be construed as CT Fraud
