I beat the last one with your help so fingers crossed I can do that again.

I paid via the APCOA app but it didn't take the payment and I didn't screenshot what I thought was confirmation screen as didn't realise there was a need to.

Came back from destination to Penalty Notice stuck to car. £100 reduced to £60 if paid in 14 days. This was July 4.

From what I have read there is no reason to appeal saying what happened as they will automatically deny it...even though the app not working seems like a recurring theme...

Can I just clarify...do I wait until almost the last day and appeal the Penalty Notice or do I ignore it and wait for the NTK and then appeal that near to the last day with the standard BPA appeal template and refuse to name the driver?

Plan A is always a complaint from the registered keeper/hirer to their MP and the landowner.

If that fails then appeal around day 26 using the template in blue text. Add a one liner that the NTK is non-PoFA compliant and the alleged event occurred on non-relevant land, therefore the keeper cannot be held liable so they should cancel now and save themselves money.

Do not reveal the driver's identity in either the complaints or the appeal.

Thanks.  Should I add that though as it will remind them to send NTK? Newbies says

A - To tie them up in the appeals process at a time when they should also be posting a Notice to Keeper (NTK). Many PPCs in the BPA omit any NTK when replying to an appeal and the very fact a PPC forgets to send you a NTK by day 56, gives you a winning point at POPLA. Don't forget this tactic, and use it at POPLA stage: having appealed on day 25 or 26 after a windscreen PCN, make sure you take note of whether any postal NTK is ever received in the following weeks. A rejection letter with POPLA code is not a 'NTK'.

My mistake, you have an NTD. As above, just send the blue template around day 26, unaltered, from the keeper.

In any case, it's only APCOA who make so much money they have never bothered to take anyone to court so far.

About to submit my template via their website and when i log in I can see the photos of my car and the reason for ticket '

So I am not sure the below template text make sense as is. Can someone advise before I send?


Re PCN number:

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

Also they did supply a  image (nor close up) of the parking sign in view of my car and 4 images of my car with time stamps 10 mins apart

How do you know that you have received ALL the photos they hold unless you ask them as per template.
