Looking for a camera that doesn't need wifi

We've been having some issues with a neighbour and installed Ring cameras just to keep an eye on things. We didn't do much research unfortunately and we're fairly confident our Ring cameras are being disabled by the neighbour on a regular basis. Every time he walks past, the cameras lose connection and then reconnect a little while later, it's been happening for about three weeks and only when he walks past or is out on the front etc, never happens at any other time. He also likes to smirk at us. He works in IT so definitely knows his way around things like this. We've changed our router and passwords on the advice of our broadband provider but he's still doing it. Could be a jammer or he could be sending loads of internet traffic or something from what we've read.
We are a little concerned as we have had lots of issues with this neighbour (as has everyone else on the street) and police have been called a number of times. The police have said he's unstable and we to keep a record of everything so it makes us a little nervous when we can't keep an eye on the house when we're out at work etc.
We looked into getting proper CCTV installed but we're getting quotes of £700 upwards which we really don't want/can't afford to be spending. We want to put another camera in our bedroom window that will capture video when the Ring cameras crash. But, our issue is that it would need to work without wifi. Is there anything out there that would record through a window and not need wifi? We're not techy at all so any advice or product recommendations would be great. Thanks in advance.

Have a look on Amazon for systems with hard drives. But will need cables running. Other cheaper option could be see if a old video camera could be linked to a computer for recording.Life in the slow lane1

I Just tested by switching the wi-fi off
Unfortunately the SD recording was stopped while wi-fi was off
So these would be no help to you !

I have a number of the WYZE camera, only available in the US ( import via Amazon.com), comes with US PSU - but just use a small USB charger as the PSU
They don't rely on PIR sensors, so will detect movement/people thru glass
They do connect via wifi for sending to cloud etc and access/setting from app
BUT
As well as sending video to the cloud via wifi, they can also record 24/7 direct to an SD card installed in camera, which can be reviewed later from the app (or from PC ?)

Why not try a dash cam. Designed to work through glass,records to it's onboard SD card and needs a 12v power supply. Prices from around £20 on Amazon. Many of them have movement sensors and infra red for night time.2
