My husband is due to get his state pension next year. He’s keen to get a prediction of what he’s likely to get but when he’s tried online they seem to want photo ID. He doesn’t have a passport or driving license. Is there something else he could offer as ID?

According to this
Personal tax account: sign in or set up - GOV.UK (www.gov.uk)
He needs two of the following- a valid UK passport
- a UK photocard driving licence issued by the DVLA (or DVA in Northern Ireland)
- a payslip from the last 3 months or a P60 from your employer for the last tax year
- details of a tax credit claim if you made one
- details from a Self Assessment tax return if you made one
- information held on your credit record if you have one (such as loans, credit cards or mortgages)
Contact the Future Pension Centre - GOV.UK (www.gov.uk)

Hi,there are other ways, try this PROCEDURE.Have a read through first and have any needed information to hand and possible passwords you might want to use.2

This is a side issue I guess, but I think that unless something changes, he will need to get a photo ID if he wants to vote in the next elections (ridiculously but there you go).1

You can get a Voter Authority Certificate for that (https://www.gov.uk/apply-for-photo-id-voter-authority-certificate) but it isn't any use apart from elections apparently.

Other ways to apply
Applying online is the quickest way to get a forecast. If you’ll reach your State Pension age in more than 30 days you can also:
- fill in the BR19 application form and send it by post
- call the Future Pension Centre who will post the forecast to you

I think it may be easier to apply for a passport. One off cost for id that lasts 10 yearsIt's just my opinion and not advice.1
