NI gap query

My husband and I have been looking at our state pension forecasts.  His  shows on his forecast he has paid in for 48 years and still has 2 years contributions to make to get his full payment. On the face of it we wouldn't have queried this however, we both worked for the same company (albeit I started 8 years after him) were both caught up in the serps being contracted out for a period and yet my forecast shows that I have 2 years payments to make up aslo.  Surely he must have had 8 years additional to what i have paid thus meaning he should be paid up?   He rang the helpline but was told the figures would be correct, Any suggestions as to why there is this difference ?

    If your service was contracted out for the whole period, so very little S2P earned, then the number of years would make little difference as only 30 years would have been counted when the line was drawn in 2016.

     Each of you had a  starting amount for NSP individually calculated as below (6/4/16) as the higher

    Old Rules

    NI Qualifying Years/30 (max) x £119.30 (Full Basic) + (Additional State Pension - "Contracted Out Deduction").

    New Rules

    {NIQY/35 (max) x £155.65 (Full NSP)} - Contracted Out Pension Equivalent.

    What  is your husband's COPE? And yours?

    You each had a starting amount that was less than a full NSP and a number of years from 6/4/16 to the tax year before you reached SPA.

    If those years were qualifying years, they would improve your starting amount up to (but not in excess of) a full NSP.
