In general terms, it's difficult to beat the value of topping up your state pension, but for your wife in particular we'd need a bit more info to say - for those like her under transitional rules the number of years aren't as significant as what her forecast amounts are.
Check your State Pension forecast - GOV.UK (www.gov.uk)
So;- What is her headline forecast amount that she can eventually achieve ?
- What is her current forecast and is it as at April 2022 or April 2023 ?
- How many years does she have available going forward before she reaches state pension age ?
- How many full NI years does she have prior to April 2016 ?
- How many full NI years does she have after April 2016 ?
- What past years are not full ?
- Does she have a COPE amount and if so what is it (if she does, the forecast will say something like 'at some point in the past you have been contracted out', and ther wil lbe a link you can click to give you the actual amount).
