Monthly salary

Options
I broke down my new salary where I’m contracted to 40 hours a week by multiplying 40(h) by 52(w) and dividing by 12 which comes to 173 hours a month. This amount is right for the money I get before tax. But what happens in a 5 week month where I work 215 hours, shouldn’t all hours over the 173 be paid as overtime? I ask as that has happened this month yet I only got 13 hours overtime?

You have calculated the average hours for every month of the year.  You might say that some would have 5 paydays and some 4 paydays if you were paid weekly but then you would have some at 160 hours and some at 200 hours your average lies between these two.
Strictly speaking the only error in your calc. is to use 52 weeks in a year more accurately there are 52.18 (rounded)
As to what hours count as overtime you need to check your contract or conditions of employment as should be somewhere in there.

Overtime is when you work more than your contracted 40 hours a week.

Not when you look at average hours over the year. Argue that case & expect a mention of February & 28 days meaning you owe them 🤣

Number of working days ( Mon-Fri) in a month can be as few as 20 (most Februarys, or any 30 day month that starts on Saturday) or 21, 22, or as many as 23 ( 31 day month starting on Mon,Tue or Wed) . If you do 20 x 8 hour days , you'd have worked 160 hours, but been paid for the annual average of 173. If you do 23 x 8 hour days, you'd do 184 hours. It's easier to average it out over the year and pay you the same basic each month.
