Council Tax Discount - between 2 homes question

Council tax discount is granted for a person who receives the required payments.
But that person is registered at one property claiming a discount. But because their carer works shifts, then that person would live at another address for 7 days with another family carer.
So that person would live with one family carer for 7 days and then would live with the other family carer for 7 days and so on.
Can a council discount be applied for both carers properties with the same county council.
