Pay Pal problem, Can they do this?

My daughter (adult but autistic) owes money to paypal credit card and is paying it off using Stepchange. Her brother sent her £240 he owes her using his paypal account and that money is gone, presumably Paypal CC have taken it. He tried to get it returned but Paypal say there is nothing they can do since he sent those funds to a locked account.
Is there anything she or he can do to recover those funds? She is paying PP CC regularly through Stepchange but are Paypal and the credit card seperate entities?

Nothing you can do if the account is locked, you should never send funds via the same creditor she owes money too, its was odds on they would take it.

Thought as much. Her brother didnt know the account was locked, he just sent her money from his own paypal account
