NHS Business Miles

My journey from home to work away from base is a 60 mile roundtrip.
My journey from home to base is a 32 mile round trip.
The distance from base to the different site is a 32 mile round trip.
My manager is telling me I can only claim the distance/business miles from my base to different location, although when I work away from base, I don't travel to my base first.
I've asked payroll and they've said the calculation of business miles is my roundtrip from home to different location (60miles), takeaway the single distance of home to base (16miles). This would equal 42 business miles, instead of my managers suggested 30 business miles. I've given my example of travel to payroll and they've confirmed it would be 42 business miles, however, I don't really understand the rational behind the calculation?
Any ideas?

I think your manager is right, typically you can claim the mileage over and above what you would incur getting yourself from home, to work and back.1

Reading the AFC Business Mileage FAQs (see Q18) I would suggest that you are wrong and the amount of mileage you can claim is the excess over your normal commute so 60 miles return trip to non-base site less your normal 32 miles daily commute to work = 28 miles for the round trip.
ETA: Obviously if you aren't on AFC terms, then I am talking tosh!!0 -

Yes, my bad.

Remember that the journey from home to your temporary work location is a valid business journey, so you can reclaim tax on the mileage as a deduction on your income, for the mileage value in excess of what the NHS are repaying you. This will be worth 20% or 40% of the mileage depending on your tax band. See here for how to do this Claim tax relief for your job expenses: Vehicles you use for work - GOV.UK (www.gov.uk)1

I can't for the life of me figure out what payroll are telling me. This is their wording, "Enter the roundtrip mileage from home to temp location, minus a single journey from your home to base, to equal your business miles".

The new agreement requires the employer and employee to agree the normal work base and the normal home to base return mileage. When the line manager and employee agree that the employee is based at home for the purposes of mileage claims the employee is reimbursed for all business miles travelled from his/her home to the places visited and back to home.
Presumably this section applies to me, and implies that the trip from home to temp location count as business miles, if starting the trip from home?

The first sentence says that you and your manager need to agree on 1) what your normal work base is and 2) what the normal home to work base mileage is.
The second sentence says IF you and your manager agree that your normal work base is your home, only then would all the mileage from home to work location be business mileage.
From your first post, it appears you have a normal work place that is not your home so the second sentence would not apply to you.
