LVO rates for booked deals

I'm looking at booking a product transfer with Natwest next month for 6 months a head. Does anyone know if it is the LVO at the time of booking or at the time it goes live that matters?
The reason I ask is that I'm borderline 60% LVO, but their desktop valuations are currently reducing the value each quarter. So it could be yet another factor to consider when looking at options. Frustratingly there was no difference between 60% and 75% last week, but a gap has opened up again.
