Council tax reband

I had submitted an application for council tax reband which has been declined as invalid.
I have been told that a review on the information provided has been granted which can take upto 90 days.
My question to the forum are
1, will the review decide if my council tax code has been wrong since purchase in 1987.?
2, if it decides it has not been wrong can I appeal.?
3 Should I appeal against the invalid reason in original application now or let the the review carry on till fruition.
4, would I be correct in assuming that the review is best chance of having a band change since my house purchase of 1987.

CT only came into force on 1 April 1993, so that would be the earliest date any reduction could be backdated to. If you get a reduction but it is not backdated, or your council does not refund 100% of the overpayment, then come back to the forum.
There is no appeal process for a review. Your appeal was deemed invalid as it was out of time, as you were the CT payer as at 1 April 1993 you had to have made an appeal by 30 November 1993, so no way you could appeal the invalidity.
A review is your only chance of getting a band change.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -

I was granted a review on my council tax banding, but after waiting 6 months the claim was rejected. I am unhappy with the service that the VOA provided, firstly because of the extended length of time it took, secondly because they did not request any further evidence on top of that already given to them, and thirdly because they have not supplied me with any supporting evidence of their findings…they just stated that they had looked at similar properties in the area (as my house is an architect designed one off, there are no similar properties). I have written to them saying I would like to lodge an official complaint…what else can I do??

Unless you made a formal appeal within 6 months of becoming the CT payer, the VOA are not obliged to supply evidence supporting their decision. Why should they request further evidence - all the evidence you had should have been submitted with your request for a band review. 6 months is not a long time to wait, when I was in the VOA it could take 12 months for a band review to be dealt with, it will depend on volume of work and staff availability.
