Your mother was born in 1948?
She would have reached SPA in 2008.
In order to qualify for a full Basic State Pension in her own right, she would normally have required 39 NI qualifying years (but see below).
She had married and had her first child by age 21 (1969) so it is quite possible that she had built up few QY at this point.
She did not work outside the home for the next 34 years?
It would seem that from 1978 she qualified for Home Responsibilities ProtectionThis applied to those who reached State Pension age before the 6th of April 2010. But, it could only reduce the qualifying years needed by a maximum of twenty (20) to get the full basic State Pension.
From what you have said, she might well not have had as many as 20 QY or even the minimum number of years to qualify for any BSP at age 60.
However, there is another route to consider.
She may have been eligible for a state pension by claiming on her husband's contributions.
