Can anyone explained  or can help me?
I have 39 years of NI pension and it’s fulled. still got to work for another 10 years. Even though I’ve done 39 years of contribution pension why Am I still paying for it, ended up paying for 49 years!
My wife is self employed and struggled to top up the pension, why can’t I transfer the NI contribution to her? It that allowed?

National insurance is a tax, albeit a hypothecated one. It pays for more than pensions and you pay iton earned income until you reach State Pension Age.
No, you cannot transfer payments to another person.

35 years is only applicable to those born this century, everyone else is on a transitional scheme needing generally between 28 to 48 years depending on personal circumstances, those that were in a contracted out pension needing longer.  You cannot transfer your contributions to your wife.  Why is she struggling to top up ?
