NHS Car Lease

My trust has a car lease scheme, however I'm a little bit short of their business mile eligibility. I did ask if there was any discretion for approval, if short on the criteria and they said 'managers discretion', I then asked what the criteria would be for managers discretion and they said they had no idea. 

I'm due to be doing a few more business miles, and for the trip there isn't a viable option using public transport. Also, next summer my journey will become affected by low emission zones, and I won't be able to drive my current car through. I understand with the scheme you obviously pay something towards it, so I'm not trying to get something for free, but I wondered if anyone knew what other grounds there would be for approval? Unfortunately my trust don't take part in the NHS Fleet scheme and have their own policy.

    Will the few more miles make you eligible? 
    And would you meet the criteria for the national policy?

    I think even on the generous side, I would be a thousand miles off the eligible criteria.
    Is there a national policy that overrides local trust? I'm in Scotland and even the neighbouring trust (Lanarkshire) have half the mileage eligibility criteria, and England it seems with a lot of trusts anyone who is a permanent staff member can apply.

    I was thinking with personal mileage, my partner would use it when I'm not working, at which point she would make a contribution which I'd put back into my pension, but I'd need to look into this further. Thanks.
