ToR relief Transfer of Residence relief

Moved back to the UK from Hungary in Oct 21 and was issued a ToR relief letter. This provided 12 mths in which to move without having to pay tax on our possessions - tax already paid in Hungary. It is only now that I have found a place to move to that will take the furniture and allow me to rent as a full time worker - could only get agency work til now. HMRC said ToR could be extended although they won't as it expired 'so' long ago. At no stage were we told to renew and this is not detailed on the letter.
Does anyone have any advice on how to do this other than phoning the helpline and being told the ToR team won't do it and won't talk about it either.
Any help much appreciated.
