Council Tax

Hi,
After helping out a family friend it was recently discovered that she had been paying her council tax bills for 7 years when she didn’t need to.
She is a single lady on Pension credit.
Upon contacting her local authority it was confirmed that she did not need to pay as a result of her financial situation. However they stated she was only able to claim for 3 months not the 7 years stating the onus was on her to inform the council.
can anyone please advise if there is any possibility she would be able to claim a greater portion of this sum.
The lady always paid on time and apparently went without heating during the winter months in order to have enough money left at the end of the month in order to do so.
Thank you in advance
