Should I be looking elsewhere?

Hey all,
Will try to keep it short. I work as a utilities manager (hands on) for a fairly large company, just over a year ago the company won a 5 year framework on a large government contract in my area, for this contract they were expecting large jobs to be a regular thing, or at least jobs on a weekly basis.., at the moment we are sometimes going 2 or 3 weeks with no work (we still recieve full pay) (we = myself, two operatives & contract manager)
We are on call 24/7 for incidents.
For the past 4 or 5 months I have contacted companies and sent across contract tenders to my office, all of which appear to have been ignored or overlooked as they are smaller works, but works that are on 3-5 year contracts, and works that we can do that would also give the company scope to expand on staff and on potential future work.
It's been noticed from one of our directors that the work on this main contract isn't coming in as frequently as they want, and we had a spell like this last year where it was quiet on and off for about 4 months.
We supposedly have work in the pipeline with another large company coming up.
Should I be looking elsewhere or should I stick it out? Again, we are always paid even if no work comes in, and they have provided (after some time) all the training required and more recently, so they have invested in me, but its just a bit concerning work wise.
