Could someone explain how all these people get rebates on their Council Tax sometimes going back years, when councils do not accept appeals more than 6 months after you move in ?

I'm not sure but I can think of a couple of scenarios where this might potentially happen.

 One might be that if a person moving in successfully challenges a band, then they may go back and also give a rebate to the previous occupant. 

The other could be that if the person moving in successfully challenges a band, and there is an identical  neighbouring property is in the same band, then they may amend both and give a rebate to the other property as well.
