I believe Love It always use the same url every week for the current week entry but it does look as if they haven't yet updated the competition page from last week. The three comps showing at the top are the same three as last week and the Fuzzy celebs pic comp is still the old one. If you click to go to the Home page, they are showing three different, new comps and a new fuzzy celebs pic.
Also, if you look at the link at the bottom of the page for the "previous weeks" comp, it does actually link to issue 896.

At the present time, it may be safer to use the email entry route.
