Travel Insurance Claims - GP Refuses to fill in Medical Certificate or to provide a Doctor's Note

Hi all,
My partner and I were due to travel last month when my partner fell seriously ill and we could not make the trip. We had bought a travel insurance policy when we bought the tickets with Easyjet.
He's been to the GP, the emergency and he's seen a specialist too. The emergency doctors do not write Doctor's notes, specialist notes are not accepted by the insurance company and GP is refusing to fill out the insurance company's medical certificate as they say they're not insured themselves to fill out forms as such.
Do we have any choices here or do we say goodbye to our funds? Of course we had no idea our GP would not be filling out a medical certificate.
GP says they can only provide a Statement of Facts at a cost to us, which we don't even know what it would say.

Yes GP was consulted at the time of sickness, he received a fit note as well for not being able to work either even though he was on leave.
And it's not a private gp either.0 -

No GP, private or otherwise, will/should provide a backdated medical certificate if they haven't seen the patient. The offer from the original GP of a Statement of Fact is probably the best they are going to get. If a sick note was received at the time can they not get a copy of that from their employer?
