If she has other debts she should be getting advice on the whole lot.

If it's just this issue, then a chat with Shelter is probably the best bet. Whether that text would constitute written notice I doubt as it contains none of the relevant elements. But I'm a debt adviser (CAB) not a housing specialist.

Shelter have the experts in housing law.
