Council Tax - AGAIN!

Greetings all!
This is a question for my parents really as I believe they have been over-paying Council Tax ever since they moved into the property back in 2003! The house they live in is the only kind in it's area and was Listed up until a few years ago. When they bought it initially it would have come with a rather large front garden - large enough for 2 detached 4 bedroom houses to be built on which had been passed. Then a rather greedy ex-wife of the seller heard he was selling up so instantly wanted more money for the land. Suffice to say the house and land were sold separately (Someone at the council shouldn't have passed the planning due to the Listed element of the property) This situation therefore led to the house losing it's large front lawn and then to compound it all the reservoir which was at the side of the property (it was the reservoir keepers house originally!) was sold and approximately 600 houses were built on it. I am sure that if the council tax was looked at again it would be a lot less than the Band F it currently is. The big question is is it worth looking into rebanding? That Nationwide checker puts it at a band D but like I said there are no other properties in the area to compare it against.
Opinions would be appreciated

It is rare for a garden size to have much effect on a CT band. The NW and other house price indices are inaccurate, so using it will not be of much help. Your parents will need to look further out to see if they can find houses of a similar age, type and size, as they are going to need some sort of evidence to put forward a case to the VOA.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
