Is it worth making an offer? and Mortgage advice please :)

We are almost finished doing up our house, and intend to put it on the market asap. However, we don't expect to finish much before August/September ish.
We've also found the perfect house to buy BUT they are asking for best & final offers to be received by this Friday.
I doubt that it's worth putting an offer in for the perfect house, but just thought I'd ask here anyway if anyone's been in a similar situation, and if there's any way round it?
Also, our house is now worth approx £135,000, with a mortgage outstanding of £65,000 ish. As our income has completely changed since we took out our mortgage, and we are now self-employed with no real proof of income. Would it be worth approaching our current lender (Halifax) re a new mortgage on the new house (the new house being worth around £150,000, therefore a mortgage needed of around £80,000)? We've never missed a payment etc on our current mortgage. or is it best to look at a self-certified mortgage?
