My partner has been offered a job ( nurse ) in a private nursing home. current dbs is out of date, and they have asked to provide a new one, I’ve checked a few on line sites and it’s saying you can’t apply for an enhanced dbs check without a company reference. Also they don’t have any form of photo ID, any help please

If he is employed by the care home then he would do the DBS through them. He can’t apply himself, he needs to do it through the employer. They will have a process in place for this, he needs to ask them.
What identity documents has he used for other nursing jobs? Fairly sure one of my staff got an enhanced DBS check without having any photo ID.
Look at routes two and three on here.

All shall be well, and all shall be well, and all manner of things shall be well.

The DBS will be organised through the company.
There's set groups which you can use in correlation with each other if you do not have certain identification. Make sure his name is on at least some form of ID with address - bank statement and council tax will be easiest, or benefits letter.
I took more than I needed for mine but the ID which I used for mine was:
Utility bill dated within last 3 months - I did actually print the statement out as I don't receive paper copies
Council tax bill
P45/60 for national insurance number
Birth certificate
Extras:
Driving license
Voting poll card (proof of electoral roll)
Different utility bill1 -
