But at 11pm why didn't the driver just park on-street? Never, ever search for a 'car park' to park a car at night (or on a Sunday). You can always use a single yellow or a permit bay at 11pm.
When I visit a city (even a big or busy car-hating one like Brighton) I never use a car park on a Sunday or after 7pm. Went there this week, found a single yellow line, left the car there free, all evening. That is where to park in towns & cities. Wait for a proper LBC giving you 30 days to respond. What you have now is nothing more than a debt collection letter. Read the NEWBIES FAQ Announcement, fourth post, to appraise yourself with how to deal with one of those.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

To be clear, we are nearly there; it's not a petition or some weak campaign, it's a final push on a law already passed, to cap the £PCN levels and ban the fake DRA fees.
The Government has a Call for Evidence open right now.
We are wanting photos of unmanaged car parks, Hospital car park signs near you that show £50 or £60 as the deterrent, and Aldi, Asda, Tesco or Sainsburys £70 signs please.
