buying item from EU to Northern Ireland Vat

I'm thinking of buying a musical instrument from an online retailer based in Netherlands, to be delivered in Northern Ireland.
Cost of item is 165 euro. The retailer is not adding VAT to the purchase.
Will i be charged vat when it arrives?

It deals with the situation where you are not VAT registered. If the vendor doesn't charge VAT, there is no-one else that can. It may be that the vendor's turnover is below 25,000 euros so they don't have to register.1
