Clean Air Zone Payment - £18 paid, but later 'Expired', now have fines totalling £258 from council

Hi all,
I was driving in Bristol on 7th and 8th March 2023 and paid the requisite £9 for each day the day after at just after midday. The payment shows that money was taken on my bank statement.
However, some 4 hours later, they returned my money and sent me an email saying my payment had "expired". I missed both of these points at the time and now (27th April) have two separate penalty charge notices (PCN) from Bristol City Council demanding £120 for each, plus the £9 for the charge, so £252 for a fine I had paid but was mysteriously refunded.
I have submitted a representation to the council on the relevant section of their website for each, along with submitting my bank statements.
My main question:
- what does 'expired' mean? There is no explanation of it in the email or on the website. I definitely had funds available at the time and they were taken from my account.
- has anyone else faced a similar situation and what happened?
- any and all other advice on how to proceed is welcome

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Read the sticky 'Read this before you post' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
