Setting aside all the dismissals, I think you seriously need to reassess your expectations regarding fully remote roles.

Covid is over and as another poster above mentioned, hybrid employers are expecting people (especially new starters) to be in an office at minimum 3 days a week.

Those who predominantly work from home now are those that have more than likely been in their roles for a while and have a certain level of experience in their role or built up a level of trust with their employer

(in my case I WFH four days a week - and this is after 8 years at the company).
well i can reassess and over and over again it comes down to if I cannot get fully remote work then we had to re-home our dog as my husband does not have the time to feed him when I am not home due to his hours, unexpected meetings, unexpected things happening that means he has to jump straight onto work to fix.

I don't have any other option. If i get a hybrid or office job, our dog will not be looked after and basic needs neglected.

He isn't just any pet dog, he helps with pain relief measures/depression/house jobs (like getting me parcels, post and helping carry stuff or picking up stuff when I can't). He's not an official service dog or anything, we've trained him ourselves to help out in the home but without him... I'd struggle a lot.

I've been applying for fully remote roles though so being hybrid isn't an issue ?

Have you not heard of pet sitters / dog walkers / dog day care? Or in my case when family can’t help, a handy neighbour.
It’s what a lot of us single working folk with pet animals have to do if we don’t want to rehome.
And can’t you just feed him before and after work if your husband isn’t there?
Doggy  daycare or half an hour midday drop in  isn’t going to break the bank for a couple of days a week if you can get a hybrid role.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Maybe in the meantime try to do some freelance admin work (people per hour etc) - it takes a while to build your reputation (and therefore fees) but for some it becomes a serious income stream.

I realise the employment world is slightly different to how it was a few years ago, but our company still has pretty much the same attitude to WFH - prove yourself reliable and trustworthy, then we will consider 2 day/3 day/FT home work.

The ways to prove yourself are by working - in an office/nursery/site where you can be seen, chatted with, monitored & assessed easily, or by having an impeccable work history and references.

For whatever reason - your fault/someone else's/bad luck, you don't have the latter. So you will need to consider jobs that are not WFH initially.

The dog issue is yours and your husband's, not a potential employer's. I think several hundred thousand couples have dogs and yet both go to work. How do they manage?  I'm not advocating leaving the dog alone - that can be very cruel, but you may need to think about your lifestyle.

You have to work from home because you have a dog!! 'i will need to re-home my dog' etc'. Millions of working families have dogs and manage working outside the home. Working parents manage to arrange childcare to work outside the home - do families where parents work get over dramatic and put the kids up for adoption? No they don't.  I thought you could not work outside the home because of fibro - now its because of your dog. Excuses for everything.

Get real employers won't care about your dog. Your biggest problem is your work history, and if someone does offer you a job you should be willing to travel to Timbuktu and back each day to build a good working history.
Dogs return to eat their vomit, just as fools repeat their foolishness. There is no more hope for a fool than for someone who says, "i am really clever!"
