Accrued Lieu Days

This is my first post, so please be kind.
I have been on a 5 day a week contract and have accrued 17 lieu days (service days and bank holidays) which pays 100%. I have now moved to a 2 day a week contract which pays only 40%. I have been told that the 17 days accrued whilst on my 5 day week contract will now be paid at 40% and not 100%. According to my boss, they are paid when you take them and not when you accrue them.
Anybody know my rights here?

Is this just normal holiday you are talking about or have you done extra shifts etc on the promise of future paid days off?0

Ask your boss to show you that in your contract of employment. I can certainly see that argument from both sides. 17 days when working 5 days per week is only 3 weeks and 2 days. When working 2 days a week it's 8 1/2 weeks absence.Have you actually started working 2 days a week? If not you could try requesting 3 'lieu days' per week to use them before hours are reduced.0
