Tissue paper under minced beef in sealed tray!

Hi. Anyone know why Morrison's supermarket butchers counter minced beef has tissue paper under it at bottom of tray? Because I been having problems trying to remove tissue paper as it falls into small pieces as I remove it, it's almost impossible to be certain it's all been removed. Such a faff, why do they have to put in tray?

    If it's just paper from the butchers counter it's just a way to weigh out the amount whilst keeping the scales clean and avoid risk of accusations of cross contamination. 

    Prepacked tends to be thinker material which is more about absorbing leakage to avoid unsightly interstitial fluid leaking into the package
