To me it reads as it should be 50% off the ticketed price but the store said its 50% off the full price but there is no full price ticket on the item.

It reads 50% off the price shown on the item, whether thats 50% off RRP is irrelevant3

that reads to me that if the price on the item is £1 you should get 50% off that, although it is awkwardly worded.
There seems to be different types of stickers so it wouldn't surprise me if the red printed ones are the marked ticket price and the hand written clearance stickers are the already discounted amount.
I don't think you'll find a law on this, the store are free to charge what they want and you are free to buy or not.

Stickers and displayed prices are an ‘invitation to treat’ not a contract. The shop doesn’t have to sell anything at the displayed price and can refuse to sell at any time. Some shops will honour the wrong price as a gesture but they don’t have to.1

Personally how the sign strictly reads should mean the items are 50% off whatever the price on the item is however the store has clearly put clearance pricing on the items. As such I would really have expected them to say a further 50% off if the intention had been that the clearance price was to be halved.
Have to say for me, the clearance sticker is the better way to go... saves the issue when a customer randomly dumps a full price item on the discount shelf after deciding they dont want it and you an hr later see it and assume its in the promo because its on the shelf.2
