Refund from nursery

Hi

We had our youngest in nursery at the beginning of the year but had to pull her out due to financial reasons. 
We had to pay a retainer fee and the monthly fees in advance and to give 2 weeks notice (all fine) 
We were informed by the nursery that we didn't owe any money and that we would be refunded the retainer within 28 days. It's been 50 days now and still no refund. I've emailed the finance dept, called head office and called in to the actual nursery and keep getting told the cheque should be with you in a few days (had 2 weeks of this)
How long should I be giving them and is there any place I can contact to help with this?

I think if you phone your bank and explain the situation, and that you are owed money, they can pull back the payment. Then its the banks job to chase for the money. We've done it with Natwest before now, when the dentist owed us a refund
