Missed NI Contributions for Pension when Self-Employed

Like many people, I am looking at paying missed NI Payments before the deadline, to increase my Pension.
The thing is that the missing years relate to while I was Self-employed. The Class 2 NI payments were only around £2-50 per week . . . yet the Statement I have received says I would have to pay £15-85 per week for the missing years.
Is this really true, as it seems REALLY unfair !
Hope someone can advise, as HMRC aren't being very helpful, and it currently takes around 90 minutes to get through to someone !

Your NI record will only show the class 3 rates. You need to speak to HMRC to arrange to pay the class 2 rates for those years. Why were you not paying class 2 at the time ?

I didn't pay the Class 2 as I thought it was added to your Bill along with the Class 4 by HMRC (as it is these days) !I asked to be sent a Statement from DWP, which shows the 9 missing years I could pay . . . but it showed I had to pay £15-85 per week for the missing years. That's why I called them again, but the person I spoke to said that even though I am Self-employed I had to pay the Class 3 rates for the missing years - so is that WRONG? (hope so, because it's a huge difference!)0

You need to ask them on what grounds they are denying you class 2https://www.gov.uk/hmrc-internal-manuals/national-insurance-manual/nim72270

Gosh those links are really useful - especially the last one.It even says that the older ones should be paid at the Class 2 rate applicable at the time, NOT the current rate.Thank you so much for your help !I will post how I get on when I have spoken to someone else at DWP.0

For anyone who is interested . . .I spoke to a nice lady at HMRC, and pointed out what the Handbook notes said about who is eligible to pay the Class 2 rate for the missed payments . . . she said it was not what she understood, but gave me an address to write to, so a Case Worker can consider my case.I will post again when I have heard back !3
