NI buy back years.

I was Self employed. Does anyone know when the offer of Voluntary NI buy back years to 2006 started. In 2021 before I reached retirement my records showed - Not full years , we are checking... I then applied to pay voluntary payments to buy back years , but was told I could only go back to 2016. I applied again in 2022 and was able to buy the years back to 2006.. Any knowledge of buy bay rules would be appreciated. Thank you
